Reservable Rec & Park courts are booked on rec.us for $5 per court per hour. See how to book a tennis court for release times and limits. Can I play in Outer Richmond without a reservation?
Yes. These sites have walk-up courts: Rochambeau Playground, Cabrillo Playground. Reservable courts are also open to walk-up play when nobody has booked them, and a booking that nobody claims 15 minutes after the start becomes walk-up time.
